District Cricket Groups have been developed in every Borough with the responsibility of ensuring that local cricket needs are recognised and developed within the county plan. The following are ECB Guidelines for Junior Players in Open Age Cricket and extracts from Recreational Cricket Group Meeting on 15 September. We trust that you will find this information valuable at this time of the year to allow for implementation of any rule changes in 2011 season. Non Ordinarily Resident Players County Boards and Leagues within a County Board or across County Boards can consider not allowing players that are not ordinarily resident to play in some divisions within their structure. In many instances this will enable clubs to focus upon improving facilities and use local coaches rather than chasing for the next best 'overseas player' because other teams in the division/league have precured the services of such a player or are about to secure one.
In short, If a registered player or contracted player for first class cricket including an Academy player is allowed to play in a division or league then non ordinarily resident players (overseas players) must be allowed to play. If a registered player or contracted player for first class cricket including an Academy player is not allowed to play then non ordinary residents can be excluded from these divisions or leagues. County Boards and Leagues may wish to consider how far down the structure this rule is applied as if League registration does not exist no exclusions can be effectively implemented. The most workable definition for the purposes of non first class open age cricket of a non ordinarily resident player is: Not a British Citizen or Irish Citizen and has not resided in England or Wales for a minimum of 18 months immediately before the date of his request for registration and has not been out of the country for longer than 35 days consecutively or 70 days in total during the previous 24 months. or is a British Citizen or Irish Citizen but not born within England & Wales or resided in England or Wales for a minimum of 18 months immediately before the date of his request for registration and has not been out of the country for longer than 35 days consecutively or 70 days in total during the previous 24 months. Recreational Discipline In 2011 Clubs and Leagues need to continue to improve discipline. Coaches and Team Managers were urged to take responsibility for setting the right standards. Sanctions imposed in non first class game will again apply in First Class Cricket subject to a number of conditions. Governing Body Endorsements and Managed Migration The new coalition Government is currently undertaking a consultation in relation to certain aspects of the Managed Migration system. The ECB is responding fully to the consultation and will report to subsequent meetings if there are to be any changes to cricket processes. The responsibility for managing the GBE process for cricket has now transferred to the First Class Cricket department from the Ethics and Compliance department. Emma Davis-Bidgood has transferred departments and taken on additional responsibilities as part of this arrangement. All Tier 5 GBEs will still be completed by Emma within her role in First Class Cricket. ECB Clubmark The number of clubs who have achieved ECB Clubmark accreditation is 1581, which includes all ECB Premier League clubs for the 2011 season. The review work in relation to criteria amendments is almost complete. To enable some longer research on a few key points to be completed, it has been agreed that there will be no further changes to ECB Clubmark criteria until Autumn 2011, unless there are any significant new arrangements in relation to vetting volunteers and staff (please see 7.3).
